Someone correct me if I'm wrong, but I'm sure that if you want to boost lower than the stock boost you're going to need to find a lower waste gate with a softer spring. The stock waste gate actuator doesn't move until it hits 7psi or so.

We're not guessing. The pressure's coming from somewhere and it's NOT normal. Something's (most likely) wrong with your build or the PCV system's been deleted or is clogged.
