IDle afr is usally around 15-17. It doesnt take much fuel for it to idle. Afc just alters the signal the ecu sees. Does not change the ecu in any way shape or form. Unless your wiring is crap and and you shorted it out somehow.

7m starters are good starters, You can crank them for a couple min at a time. Just have to give it a 30sec-1min cool down for the solenoids.

Dry start? Was there oil? Were you just cranking and cranking? IF yes it takes a while for it to build any pressure just using the starter.

12.3 is technically a dead battery. It might start your car barely but it either needs a charge or replaced. Make sure that your getting good contact on the pins. They sometimes are hard to get up. Alligator clips might help.
