You could go to the Classified area and buy a good replacement. What year is your Supra and what interior color ? I may have some laying around in good shape.
Once you do get another one I highly recommend a weekly treatment of Armor All or similar. It can help prevent the aging process ^^

If the spots are that deep you may need to use a sanding process then the steel wool and simichrome. Start with a 120 grit, then 220, 320, 400, 600, and then the steel wool. Use with a bucket of water as wet sanding goes much faster and allows the sandpaper to last much longer.

If the wheels are clear coated, the only way to remove the problem is to remove the clear coat and then polish and clear coat again, or simply keep it polished once a week ^^
Another vote for PB Blaster, however even that will fail sometimes. If you use even a propane torch and heat the nut only ( so it will expand ) this works well also. I use acetylene.
It really depends on where the nut is, and what component it is connected to. PB Blaster is the safest way...
