If the engine won't physically crank over, then you prolly have a frozen waterpump, cause massive drag on the belt assembly. Happened to me and seemed like a weak battery.
I don't see the point in removing it, since it doesn't interfere with WOT situations, and keeps your engine cooler. ANYTHING that helps the engine run cooler is a good thing IMO.

My NA was up to 122 indicated and still accelerating, but I wimped out.
And as far as HP requirements- not sure IJ, but I know that parasitic drag quadruples with a doubling of velocity- at least in aircraft, so I'm sure it's true w/ any vehichle hitting the wind. That's why you can do 120mph...
