If he converts the stock Cooler to flow all the time there will be 0 pressure at idle, the stock cooler valve doesn't open until 40 psi and by that time the pump is flowing enough volume to cover the 10mm leak back into the pan try this at idle and see how much of the stock 5 psi pressure...

I used to freak the machine shop out by walking in with the block in my arms (was always tempted to paint it Chev Orange and run in doing the Hulk berserk thing screaming ;) )
Gonna take quite a lot of electrical power to spin a Compressor to 40000 rpm so it's makes worthwhile boost....... in turn will need some big arse Alternator and a bank of batteries and capacitors so will end up heavier and slower than a straight turbo car.
That and the guy is a total Nuffy ;)
