I'd also check that each sensor is getting the proper voltage. I had to tap into the TPS 5v signal to power my MAP sensor since it was originally getting only 4.x volts and reading incorrect pressure.
I've got a graph from last July at 700ft elevation. It was with the pre-1998.5 8-blade version of the HX-35. Wasn't that great of a dyno day. My PCV system was toast and oil was pissing out my rear main seal. Was about 105*F as well and my Synapse Synchronic wastegate was a PIA/lazy to hold...
"Our 63 mm compressor wheel is a 63 mm inducer, 84 mm exducer. That turbo also uses a P trim or 76 trim turbine wheel. The same wheel that is in the T04z."

I have one i'm putting in once I settle some legal matters.
I never noticed any issues for the 3 months I got to drive with it installed but that can be attributed to running speed density which isn't affected by vacuum leaks it could be giving off boost like I've read about as well.
The pivot length connected to the gate or the rod leading to the pivot? If the latter, that rod will translate motion/velocity the same regardless of it's length.
You'll need the boost solenoid and harness and then adjust the TPS spool, RPM spool ect. and other parameters to what suits your setup and desired boost level.
You can control the boost via 1) boost solenoid & harness through the Maft-Pro or 2) aftermarket boost controller not related to Maft-Pro.
I don't even want to know at the moment since she's still in pieces. Once she's back on the road I can at least feel why she's worth it but it will be a lot more soon since i'm venturing from the 400rwhp to the 500rwhp realm of mods.
Assuming he titled the car in Maryland, http://www.mva.maryland.gov/Resources/VR-018.pdf will get him started. If you want to know more, call them or keep searching via http://www.mva.maryland.gov/
