They're "blinders" to stop direct viewing of the bulb, the back reflector and the front lense (which was removed in this case) is what directs the light properly.

OK, instead of telling you just RTFM, I'll help a bit. With the computer disconnected, that's NORMAL, it's supposed to do that as it's a failsafe. The main hint I'm gonna say is if the computer isn't getting the info it needs (in other words, if a sensor isn't hooked up) it won't work...
