yes they are supposed to turn if properly torqued down.
yes, its a rubber plug that connect the wiper arm to the motor and keeps water out of your hatch. toyota sells them. not very expensive and very easy to install.

you added oil to the compressor, or refrigerant to the system?
most reputable places will service your car. R12 isnt available to most places, so they will likely have to convert your system to r134. meaning they will have to completely evacuate the refrigerant and install the proper r134...
he means the toyota service repair manual (TSRM). google it and you'll realize its a gift from the gods. it will give you the proper torque value for each bolt.

also, i completely overlooked one other part of this build... the oil squirters. there were installed when the block was cleaned. the previous owner of the block (jblmk3) said it was in good working order when he pulled it from the car.... so i assume the squirters are in ok condition.
