More than likely your TPS is out of adjustment on the 89 so it's not properly engine braking...
No, you can't do that as the holes need to be properly cleaned.
Only half of the hole is used by the stock bolts, the entire hole MUST be used on studs for them to function properly.

Also, is it a wideband AFR gauge, or is it hooked up to the stock O2 sensor? Is it a GE to GTE swap? What parts where used from the old motor if it was?
Well, I do know the piping is larger on the Turbo catback...
Other than that, I can't really comment. The front exhaust hanger is different on an N/A than it is on a turbo (or year dependant, I forgot)
Or, in the case of valve stem seals that are being barely held together with deposits...
Most of what you hear about synthetics are holdovers from when they first came on the market. Modern synthetics are leaps and bounds better and any issues have been worked out...
They're supposed to insulate the noise and vibration, can't do that when they're solid...
Try retorquing (definately can't hurt as it's supposed to be done at specific intervals but never is), but I bought you'll see too much change...
