I've never had the starter bump fail me. If that's not working for you, you're pretty much FUBAR, the starter puts out WAY more torque than an impact gun.

The logical choice is that you use a 1/8 drillbit for the initial hole if you're using a 1/8 NPT tap. Is the logic correct?

Honestly, it's probably the head gasket. I bet the last owner had it replaced - at Toyota, and they torqued the bolts to 52 foot pounds, as usual.
