Yep that appears to be the way it is set up. It also explains the reason behind the clear coolant hoses. So you can see when the engine is getting water. I wonder if it's possible to reach operating temp like that. The water itself would never be hot enough, so the ecu would always see a cold...

Yes it is, and the twin scroll turbo that they use on there is a thing of beauty.
