Jay, I had this done to mine as well. But, when I replaced my wiring harness with an almost brand new one, the need went away for that. I think that's close to the same premise as the procedure in Ideal's thread that was posted, but he uses a relay.
Well I'm gonna show a little ignorance here. If the turbo you gave me would work, I would take my car down, and send it to you. I just doubt it would work for you though.

Possible problems (I can think of right now):
1. Starter
2. Starter relay
3. Clutch safety Switch
4. Wiring
5. Ignition Switch
Start with the easy.
First turn the ignition to "On", and check to see if you are getting 12 Volts to the plug on your starter.

Yes! GET A DECENT TUNE, and keep you foot out of the turbo , except for a few occasions you need it. You can have your car tuned for gas mileage. I've seen 7M's on here claim 28mpg city. You won't beat that by much in a car you won't enjoy anyway.
Seems like he would have carried a little bit of water. I don't know the circumstances though, A little bit may not have helped. Sad to see him go that way.
Your car is a 92, so you have the "EASY" starter with threaded bolt holes. Hopefully your replacement is that way too, or you will need longer bolts and some nuts. A couple of feet of extension, and you can turn the ratchet out around the alternator.
You could go all out and buy a JDM ECU and...

Can't tell if you are saying spend the extra money, because a "good ebay turbo" might or might not really be good. Or, If you mean, $400 is a lot of extra money for a name.
In my book, if you have a turbo that is tested and known competitive quality wise for $400 less...
You are one of those I was thinking I could count on if we can get a decent meet down here Jay. For the locals who have responded about this weekend, I could make it over, but I'd like to give a couple of weeks for the out of town guys to make plans, and have a good turn out.
If it is too good to be true...........................It's on ebay. I've seen enough now to believe there are at least 1 or two on ebay that are misrepresenting their products. I'd spend the extra dough to have peace of mind.
