good q. it depends on a variety of things- engine up to temp, etc. but the best rule of thumb is >70% throttle and above 4k RPM or so (isn't it like 3800? i can't remember...).
term confusion here:
WOT = wide open throttle, i.e. throttle plate open 100%
OPEN loop = no more O2 sensor feedback
sounds more like the orig. q should have been "when does the ECU go open loop?"

totally depends on what set up you go with. if you go with speed/density, it does take some fiddling to get it to run/drive like stock (though it should end up BETTER than stock!). this is due to the many variations from car to car.
on boost is much easier as it is merely...
DO NOT get the trans dapt (TD) one. the hoses suck.
as shaeff said, get the NA filter nub. makes life way easier. thread size = 3/4" 16. then use a bigger mustang filter.
EDIT: and DO NOT use fram oil filters....they suck as well....
if they specifiy that, that means SA95. most drag strips really don't care though....you could probably get away w/a bike helmet!
i've never seen anyone require any K rated stuff...
