I would assume its a fuel pump. Check to make sure you have fuel pressure first.

I would go simple first...
Check to make sure the motor is working. If you can hear it trying to run, then check to make sure the arm is freely moving. If its not grease it and find the problem.
Other than that, Im not sure you have an option besides replacing the motor assembly - that...
My machine shop is game. He's done my 7m and a couple 2j's before.
He also makes 1000hp engines all day long.... The ONLY machine shop I trust to get the surface RA right so that a MHG will seal.
