If I had my engine control systems book from Toyota, I would tell you what the expected operating temp is. Perhaps somebody else will see if it is there.
The ECT sensor range does go up to 210 or something. So I would guess 200-210. Your engine runs better at that temp than at 160.

There are no settings to adjust, unless you have some piggy back. And you didn't say he ASE in electrical/ electronic or engine performance, which is drivabiliy, not aftermarket.
