I think if you can get in there, pull the valve and just see if it is full of carbon. And make sure the sensor is plugged in. If you don't know which one, make sure they are all plugged in.

I don't remember if the cygnus site is for 89 or 90. My 91 grounds the fog light relay through the headlight switch. If your 90 is the same as 91, then the online manual is no help.
