Rebuilding a turbo requires it to be rebalanced, so no, I wouldn't recommend doing it yourself as the machine needed to do the balancing is specialized and expensive. Send it out (some of the forum vendors do rebuilds)

No, I don't like seeing people ripped off. If the engine has been sitting outside for long periods of time in the elements, it will rust/corrode everything and as some of the valves WILL be open, moisture or rain water gets in rusting the cylinders meaning a complete teardown and rebuild at...
