EGR doesn't lower performance as it's closed at WOT.
You can get used parts, and if you're limber, the cooler can can removed and replaced with the engine in the car.
Or go the JDM ECU route.
Looks to be stock tips on the muffler, but the body doens't look right.
Muffler rusting out is common on cars that don't get driven long enough or often enough.
