Because you're confused about how the car works, that's why. Read what CyFi6 said again. It isn't about PSI. And regardless of the cause if code 34 is being set you *are* hitting fuel cut. That's what the code "does".
VTA should increase and reach appx 3.8 vdc @ WOT. Assuming your set up is mechanically correct wiring the Q45 equivalents of VCC and E2 backwards would result in decreasing voltage with increasing throttle plate angle.
He means the zero ohms you claimed to have measured in that circuit, caused by a faulty sensor heater or otherwise, would result in current flow far exceeding the fuse rating. Since he is correct you must be connecting or reading the meter wrong.

You need to verify heater resistance at the ECU or check current anywhere along the circuit. That said there are other causes for code 21 depending on model year and where the car was meant to be sold but properly checking the heater circuit first would be the best place to start.
Sorry Jon, not that I know of. You could email one of those CARB guys in the press release and ask. I suspect any list will be further developed based on how current stations do between now and then. I wouldn't put it past BAR to play them off each other.

California has revamped it's Smog Check Program. Effective next year all vehicles model year 2000 and newer will have the inspection performed using OBD-II. This brings California in line with many other states in reducing the time and cost associated with testing these cars.
