If you really think the pump isn't running you could always jumper it on using the diag block. B+ to FP. The next step would be to check fuel pressure. A half assed way to do that is look at the top of the damper and see if the screw is standing proud. That won't check flow though.

OP: Although it's possible to get 14 from a faulty CPS due to the way error codes are processed it's far more likely to be what Nick said: loss of IGf. That said I can thoroughly test your ECU should you desire to have it done. I seriously doubt it's your problem however.

Sounds like you're measuring the heater and that will change with temperature. You can't measure the resistance of the Nernst Cell. In fact it can be a bad thing to do. Sounds like it's busted though...
Forgive me if this has already been asked but does the tach flicker when it's cranked? Do you hear the injectors? Do you have 12 volts on the coil packs? Did you fix the ground wire?
