^ If the evap line is capped he does. As for not worrying about pressure I remind people a small delta P across a large area can have as much force as a large one across a small area. It's not just about pressure.
Since lambda is basically transparent though the catalyst the sensor will just read a tiny bit leaner. Otherwise it's not a big deal. Remember, all these things do is measure O2. It can't be used to control fueling when post-cat though. Otherwise, I agree it needs to be up front.
What 3p said. However the cold start injector doesn't work quite the way you're thinking. While the ECU does provide a supplemental ground to it the CSI operates as an autonomous system, one that doesn't operate once the key has been released from start.
Could also be M1. Big connector near the ECU. It's the only one the temp runs through on the way to the cluster:

Bummer. Pull the cluster to see if it's making it there. Could be the connection. Wouldn't be the first time I've seen that. Check the cluster separately. Save harness tearing for last...
Yeah, just because the screw is on the stop doesn't mean the plate is fully closed.
To set everything up right:
1) Disconnect the throttle linkage (pop the rod off the ball end at the TB).
2) Back the stop screw off until there's space between it and the stop. Verify the throtte plate...
