Yes, the gage and wiring are fine. See, this is why stuff needs to be tested by the book or using another method that definitively verifies it. Your changing the sender meant nothing. It was just swapping of parts and it appears you swapped one bad part for another.

I would not be removing the cluster unless there's 12 volts on the wire *and* the gage doesn't move when the wire is grounded...
Meter on ohms, either probe to sender wire, other probe to ground. The key should be off. Connect the same way for voltage but turn the key on. No need to start the engine. Infinite resistance or a lack of voltage indicates an open circuit.
Or you can briefly touch the wire to ground and see if...

I think the point being made is while you may be exempt from testing it's still criminal to tamper with emissions equipment in every state regardless of a vehicle's age. It's also a federal crime.
The main relay is what supplies +B and +B1 to the ECU. Without them the system will be dead. It works like this:
1) IGSW goes high
2) M-REL goes high
3) The main relay supplies +B and +B1
4) The box wakes up.
