    It should be closed anytime boost is below the wastegate's spring pressure (off, idle, not spooled yet). And yes, you can pull the elbow to inspect the flapper valve, but don't just force it closed if it is open. You have to make it move freely or you'll have uncontrolled boost pressures. Good luck!
