They probably quoted you a new harmonic balancer for $500. You need the lower timing gear- it should be much cheaper.

My dealer still sells them, usually $35 for the set (doesn't mean your local dealer will stock them, though). You'll need to bring them in to match them up, too.
I don't see why not, I've re-keyed all kinds of lock cylinders from all positions on Toyota cars and trucks.
I will say that door lock cyls tend to be tough, as corrosion usually gums/seizes up the inner workings and makes disassembly not so fun.
Why the re-key?
Just go out to Ebay again and get a oil feed + drain kit. Doesn't have to be the best, but it'll be better than trying to re-use the stock lines. You will need an adapter to go from the block feed to -4an, though.

I'd replace a lot of the coolant hoses, too. That crap has a tendancy to weaken and swell the crap out of them, and then they blow at the worst moments...

I had one of those fall out of my 91 tail light, iirc it was a reflector for the turn signal or the brake light. I'll go out and take a pic if I can get to it.
EDIT: OK I am full of fail today, it is a reflector for the reverse light, and it mounts to the top of the lens housing in my 91...

I do agree on taking all the time you need to measure and document the clearances, though. I'm going to design a spec sheet the lays it all out idiot-proof style.
