If it's a genuine error he'll make it right if it's a scam you only have limited time to make a claim in PayPal so you need to act.
Both would be within the error/tolerence of a chassis dyno ;)
"Ported" .... was it flow benched before and after?
Many "port jobs" will show little gain or a gain so high in the power curve as to be useless for a car with a stock ECU/RPM limit.

What did #4 plastigauge at?
Repeat the plastigauge using a strip across the full width of the bearing shell and take a pic please.
A bent crank will show these symptoms.
If you haven't changed the Crank/Caps/Bearing size I can't see how it could be too tight.
Even with the thrust bearings in backwards it will still turn it just won't last long if run like that.
Try fitting #4 cap with NO thrust bearings and see if it still locks up.
Do you mean the pin that stops the stock adaptor rotating?
I wouldn't use the GTE adaptor on anything as you've noted the Cooler port is pressure based you'll be much better off with a full flow T Stat based system.
