If your cooling system is marginal no amount of fans electric or engine are going to make a difference.
A lot of race cars run without a fan at all as their cooling system is carefully matched to the output of the engine, fans are usually for very low speed minimal airflow situations.

Unhook the Turbo coolant hoses and loop the fittings to bypass it.
Drive it a few days and see if it's still going through coolant, this will confirm if it's the turbo or not.

I also use a reusable steel clamp on the critical lines like the Boost controller and AFPR but found they're not as good on the tapered plastic fittings on the BVSV.
