When they cast parts like this they use a "core" in the mould that gives the inside shape while the rest of the mould provides the outside shape, the plug holes are an easy way to support it and then capped off in the finished part :)

In a race car I can't see it making jack difference, car "Should" be at operating temp before it's making power and once it is it's NOT closing again.
Can't remember ever seeing a pace car in street registered class sprints ;)
