130 by the speedo isn't even close to 130 in the real world sorry.
Mine was a good condition NA well tuned with low KM's and did a verified 125 max, might have gone a little faster with a downhill but on the flat that was it.
10psi per 1000 is the maximum not driving at 3000=30 psi....
I'd expect to see at least 40psi @3000 in a healthy engine but having said that the "Shop" is full of shit and trying to take your $900....
Top doesn't usually fail so it might just be carbon holding it in, I'd try spraying/soaking it with some Mopar Combustion Chamber Cleaner and see if it pops out.
