There's a Valve mounted onto the rack and a control box inside the car.
The box get's a signal from the Speedo/ECU that tells it how fast you're drive the box then tells the valve harder/softer based on road speed, I'm guessing during the AEM install that signal wire has been cut/not connected.

If you're asking if it will ever become an INTERFERENCE engine after machine work no not unless you fit large cams at the same time.
The rubber sleeve won't survive if mounted in tank but for an external they're fine!
I use 4 of these in my car 2 in tank (with Viton replacing the rubber) and 2 external to mount the Bosch filters.
Not bad quality, haven't seen a dual before though my guy here only stocks the single shown.
I'm guessing they do exist but I've never seen/used a set I would expect them to deform and fail due to the impacts the suspension sometimes receives, rubber has a hard enough time surviving there.
