Bit of a n00b trap Adam, I NEVER take my car to the dyno till I have it 99% "there" and make sure NOTHING is going to fall off, break, blow up and not perform as expected.
The simplest of issues will chew dyno time like you wouldn't believe and every minute spent NOT tuning is money pissed up...

The more you pay now the less you'll pay later if you spend the time and educate yourslef BEFORE buying a Mk3, they're notorious money pits trust me on this one.
We're 10 years or so behind the USA but there won't be a huge culture shock coming here.

"Lean" is often confusing as if you have a misfire it will be pumping unburnt fuel into the 02 sensor and read lean when in fact the engine isnt.
I would be going through all of the Vipec's settings and compensations as it sounds like a limiter...
Stock out of the hole is 20 thou, I don't see why it's a consideration in your calculations?
You don't need to be so precise, in the past I've used up to a 3mm MHG with little ill effects other than a little fluffy off boost and possibly increased emisions.
