They're corrosion marks from electrolysis between the Iron Deck the Copper HG Rings and the AL head...
Personally I wouldn't use it in that condition for a performance build.
7M Head and Deck needs to be 100% perfect, anything else is a disaster waiting to happen.
The part where he says "If it rubs it's not on far enough" highlights just how much of a hack this is, direction of rotation will tighten it but there's a torque spec for a reason and I'm against spinning a Journal bearing Turbo dry at the best of times...

Don't think I'd trust an Electric as the only pump, that's why I ran mine in series so it could move water at idle and cover the cavitation at high rpm.
