The fasteners might be ok, but 108ft/lbs is a whole lot of torque on an aluminum head. Think about it, that is almost double what the stock spec was. At some point the head will deform around the bolt holes and/or between the bolt holes.
If you install new rings without honing the cylinders you are asking for trouble.
Same thing goes with installing new rod bearings without resizing the rods.
ARP rod bolts are a good idea to install before you resize the rods.

I don't know why scientifically speaking, but my 7m recipe still tastes great after a few years of engine builds. If the surfaces on all 7m's were perfect then we would actually be dead and building the engines in heaven.
