You're right that C8 is switched power for the gages. Comes from the IG1 side of the ignition switch:

Pull the fuse and check for power there. Can't be the switch...just look how much else it powers.
Online TEWD shows that to be powered from the gauge fuse by a yellow wire. Brown/orange from IGN is for the charge warning. Connector D pin 2. Both fuses are located in JB1:

Perhaps there was some confusion. The TPS will *not* cause a rev limit of 3000. However if you were saying the code 41 could've be TPS related than yes, of course it could've. Even the TSRM makes that clear. It can also be TPS wiring.
41 is caused by:
1) VTA exceeding 4.8 vdc (open circuited)...

Huh. Not doubting you Jon but the signal originates from IR2. Why would it even need to be on the engine side of the firewall?
