your intercooler is a sealed unit hot air from your turbo passes through it to your intake manifold water will not interfere with how it functions ,unless you have a leak some where in the system.

This happened to a used one I had what happens is people store these upright and it slips into gear I had mine installed before noticing the problem I had to split mine apart and disengage by hand not to difficult just follow the TSRM

WD-40 and clean out the allen holes? remove the rear ties might help? thats how mine were done pretty straight forward

I almost bought an NA 944 I looked at it the day before I bought my Supra the Stock turbo Supra was faster than the NA 944 and much more rear leg room!!!! If you can believe that the rear seats in the 944 are a joke!
