If it's been dry for that long, just replace the whole system (master, slave, and soft line). I'd be suspicious of the brake system as well, brake fluid absorbs moisture and oxidization can occur (eating soft lines, rust on hard lines). Not to mention seals going bad...

It should never "run dry." You have a leak, find it.

Yeah, don't think you'd be able to wrap it easily. Ceramic coating would be best as well as all the heatshields.

What spacer?

You're more likely to find good used coils like those used in the Tookwik mod than used stock 7M coils. They're also a bit cheaper new. Regardless, there really isn't a "cheap" solution.
