If you don't trust the turbo and think the actuator may be bad, why not just test that? A new actuator is alot cheaper than a new T4 turbo. Hook a bike pump up to it and pressurize until the wastegate opens. You can put a piece of tape on the actuator and watch it move. if it's opening too much...
