The previous owner possibly performed the ISC and TB coolant bypass mod', but if this is the case then it isn't sensible to route the hose to the ISC. So, you'll need to inspect what's going on with those hoses:
(Hose 22210C on the ISC and 22210D on the TB)...
That's the power steering idle up vacuum system. Yes, it connects to the barb on the bottom of the accordion hose.
Those are coolant lines on both the ISC and throttle body you're identifying.
