For improved oiling and cooling recommend ditching the OEM cooling & bleeding off concept. Instead, go with a remote filter / cooler and oil thermostat setup.
Please take you car to a dyno to get it tuned properly so that you can learn how it's performing, and what you're limitations are with current fuel / turbo setup. Otherwise.....

Sounds like a dip in performance during the transition to higher boost levels. Could be plugs, fueling, wiring, your EMS, or your present MAP program. Post up the dyno curve. In regards to your question, no, this is not compressor surge on decel.

Anyone will say anything to make a sale. The adapter needs to angle upward for the turbo's compressor housing to clear the shock tower, else it will hit. Only a small (puny) size comp' housing will fit with that straight adapter
