any abrasive metal polish should get that thing clean. It will be oxidized by heat again though, so after polishing, get it as clean as you can (rub down with methanol/acetone/etc) or else any residual polishing compound will result in uneven coloring/spotting

Chances are he withdrew/spent the money from his paypal account already, and it will not allow him to do a refund. Therefore, he has to send you a new payment for the original amount (plus paypal fees). If his paypal account is hooked up to his bank account, he should be able to do the refund...
fully loaded = shims/pads/springs installed in caliper
partial = shims/springs, no pads
regular = just the caliper itself (with pistons installed, etc)

You cannot get steel hot enough to be transparent...it isn't glass. What you might be seeing is local cool spots caused by the turbine. Otherwise, I think some photo doctoring went down.
