Your going to need a meter for this. You could unhook the relay and slap 12 volts to the coil and see if it still does it, if so get a new relay. If not, maybe a bad/loose conection somewhere, or like Dirgle said battery voltages is low.

This may be a dumb question but the rear wheels are off the ground so you can spin the DS right? Pictures don't really don't help a whole lot because it only takes one spline to have a nick or burr and she wont go. I would clean up those rusty splines my self.

First one could be a few things, but I would check for any boost leaks. Second is more than likely bad wiring, or maybe a bad sensor. I would try rewiring it(search) then if not change the sensor(s).

I don't see how removing it is an upgrade. If its to the point where its impeding flow, then yes. Otherwise it acts as a small accumulator which is a good thing to help keep the pressure steady.
