Tech's are claiming the H2O/Meth a fuel? Are you mixing greater 50/50 (H2O/Meth). At this concentration, the mixture isn't combustable (I think), so I'm not sure why they consider it a fuel. I also know many other peop's that have the meth reservoir inside the hatch with no tech inspection...
For an eternity I had mine placed into my HKS 3000 pipe, but when I removed the HKS IC Kit, I moved it into the pipe after the intercooler for it to be subjected to less heat soak. The intake manifold will also cause more heat soak. There are many pro & con arguments for where to place...
Never heard of the Greddy's, but they probably did since there were Blitz high lift set, and of course HKS's.

Van, are you using the existing holes that were used for the OEM wing on the hatch for the new APR wing?
Liking the additional coolant surge tank to help with coolant temperature saturation. Probably takes a few more minutes to get to operational temperature though?

The front fender rear exit is a great idea, as there is substantial high pressure zone in the rear or the fender that'll contribute to some degree of frontal downforce resistance. Will be interesting to see what your final solution is.

Toyota's from same vintage may be a good source. I managed to source one from a JZA70 years back. I'm always perplexed why the CC for the JZA70 is rather "PUNY" compared to the MA70.
I found the brake measurements and braking comparison between MKIII and MkIV (GE and GTE) from a technical manual that was on the www.mkiv.com web site, but the new owners have rearranged the page. It's probably still on there somewhere, just gotta check and peruse in more detail.
Also, to make that diffuser "really effective", you'll need to move the side skirts closer to the ground to prevent side draft into or out from the underside of the vehicle which may interrupt the flow underneath the car.
Not a bad idea for the bracket to help to remove some of the strain off of the exh manifold bolts. Could you have braced it from underneath similar to the oem's version?
