It's more than likely that turbo was run without a filter for a while (or at least long enough to suck birds and small children in), then they got the filter later

Boost cut is the max you really want to run on CT-12a's anyways. Unless you have an incredibly good Y pipe setup, your EGTs will kill the ceramic turbine wheel
