I think if the valve shims are installed dry, you might get a little clatter until some oil gets under them. I would imagine that the oil will eventually work it's way under some of the shims and kind of cusion them. I dunno, just a thought...

I have a similar problem. I am leaning towards the fuel filter since the car sat for about two years and didn't have a drop of gas in it when I put my new engine in it. If that doesn't work out I will investigate boost leaks.
