THE GOOD NEWS: It can be fixed by adding aluminum to the broken area with a high amp (350 or better) tig welder. You then file the welded material into the correct shape, followed by drilling and tapping threads into it.
THE BAD NEWS: You have to remove the head to do this repair properly.

But to say that a 7m if "F'n sh*t", is just trolling for a fight as well as ignorant, and certain to upset a lot of loyal 7m owners.

Can a 1jz be legally registered/smogged in California?
My understanding is (and I talked to the guys at the BAR inspection station) that it cannot legally smogged or/and registered in Ca because the 1jz was never available in the US market.

If you've got a lot of parts for the 2j, than it's a no-brainer.
The 2jz is certainly a more complicated swap, but it's a newer more modern, more durable design. Nothing wrong with the 7m, but let's face it, given the choice I think most people would opt for the 2jz. If you're not a skilled...
Before starting it, drain out a quart of oil, remove valve covers, pour in a quart of oil over cams (using a little heavier oil than you normally run), replace valve covers (quick as you can), fill oil filter...start. Done.

I know this is asking alot but... I would love to see a short video clip of the lights..applying brake lights...turns, etc. It would really give everyone a better look at them in action. Just a thought.

There is no way short of catastrophic mechanical failure that it could even make contact with a valve (non interference), much less a spark plug. You must have dropped the plug or bumped it or something.
In a word, no.
To do it without going ka-boom...in addition to what you've got, your going to need (at least):
-bigger fuel feed lines
-another feed to the fuel rail (not absolutely necessary, but advisable)
-AFPR
-550 injectors
-MAFTPro w/TunerProRT program
-upgraded IC...
