if it keeps recurring like you stated, it could be oil in your water. either the HG hasn't seal properly or you have a crack somewhere where water is close to oil (block, or turbo). One of these things is more common on these cars than the others...
what kind of water are you using to fill it up? are you using straight water?
aluminum corrosion can give the water a milky appearance, or calcium buildup.. milky-white pudding-like consistency on a rad cap sounds wild though...no idea what that could be. I'd try cleaning the system out...

disassemble regardless of valve machining. the only way to allow for proper cleaning.
since you may have to pay labor to assemble/disassemble the valvetrain anyways, you really should consider having a valve job done.
