Cam and Crank do not cause this code.
This is from the MKIV but it should help you. Just substitute the wires on the 1J ecu for the pins on the 2J ecu, and wiggle everything. The wires between the ecu and igniter are maybe 3 feet at most.

Is your wastegate dump tube straight to atmosphere or into exhaust?. If straight to atmosphere and you don't here it open then you probably have a boost leak and it isn't enough boost to open it. You could crank the mbc all the way down and see if it opens depending on which spring is installed...

One of the customers 1J engines. The owner wasn't there so I don't know where the motor came from. It has a custom manifold that looks like it flows better than the old 1JZ CT-26 manifolds that driftmotion sold. Not sure what the pea shooter is though, need a ladder to see it better.
The stock twins will have a very short lifespan at 18 psi. Either upgrade them to steel wheels or go single.

Rear subframe might be out of wack if it got hit. The quarter panels are part of the uni body so more than likely it would have been filled so you can test the body with a magnet to see if its filled.
You should get the car on a lift and inspect everything.
