I've always run ~80% Distilled H20, ~20% Toyota Red, with 1 bottle of water wetter -- never had any issues (I also rarely see below freezing temps and can't remember ever being below the teens)...
Never reuse fuel o-rings or copper washers. Sure it will often work, but do you really want to take the chance with 40psi of fuel behind it? A burnt engine bay is much more expensive and time consuming to fix than getting the parts to do it right.
My advice is to bear with the boat ride for a few months and save up a little more for some of the low-end coilovers. Stock TEMS shocks aren't likely to do much for you, plus they are probably worn out anyway...
