I would wager removing both cats from a turbo supra will net you more than 5hp. On modern N/A cars the gains from removing a cat are minimal, but turbo's hate back pressure and thats what that lovely starter cat does, cause back pressure.
Like IJ said fans are for cooling when your in traffic, when your going along the highway or race track at speed the fan is just free wheeling. Get a vented hood a bigger rad and wrap your turbo/exhaust to try and keep engine bay temps down.
Sounds like the mechanic is lubing you up for an arse raping. For an engine to have 0 compression something is very wrong. Have you tried to start the car?

mid load I have at +10% to max out the ecu adjustment so it will drop to 13:1 as soon as I make boost

Things to check before you go taking the engine out, crank pully bolt is tight, cam gears are tight, flywheel/flexplate is tight if any one of these things are loose they can exhibit the same sound as rod knock.

Set your start psi to 3psi below your target so in your case 13psi then set your duty to 40% and your gain to 10 this should make your boost much more stable.
Sorry if it wasn't clear at the start this is running without the NB o2 sensor conected so its not a conflict with the ECU. I'm running an AEM wideband, all wires were soldered with good solid connections.
