There is a local NA supra that autocrosses once a month. He has had rodknock every race and his car still seems to run fine. When he drives by all I can hear is "taptaptaptap" and he didn't even realize till I talked to him :D.

Welch plug is foreigner speak for what we call freeze plugs. They are soft and designed to pop out of the block if the coolant freezes (ice = expand). This way the block doesn't crack.
Have you checked the fuse box under the hood?
If you don't have a multimeter you can find a 12v light bulb and test some circuits with that.
Like Weezl said, it wouldn't hurt to swap in a known good battery to see if that changes anything.

If you have the engine out go NA->T while you have the chance. NA supras are fun and all but if your rebuilding the engine this is a prime opportunity.

Replacing the seal is pretty easy as mentioned just unbolt the driveshaft from the center support and it slides right out of the transmission. Unbolt from the differential and voila seal access.
I had to make a long bracket with an offset to connect the stock coil pack mount to the firewall lip. If that makes any sense. I should probably just take a picture.
I've always had a little burp or pop every few seconds at idle. I don't think you notice it much until you get an exhaust. Anything above idle though and it goes away instantly. Never bothered me enough, and I've heard many people say its common.
