I find it REALLY hard to make a turbo inline 6 a "ricer"... no matter how cheap your exhaust is... its really hard to make it sound "bad" too.... overly loud is a whole different thing. haha
Turbo an AE86. would be super fast especially once you stripped it out...
and you can swap it, just pay a smog guy....
Or just 2jz an mk3... i personally hate s14/s13....
If the car sat turned off for an hour, then yes that could have made a difference.
When i took my eclipse to get smogged i let it run the entire time i was waiting, and it passed with some REALLY low numbers, but it was also a rebuilt engine...

First question - is the engine IN the car? or is it OUT of the car?
And the engine is harder to turn with plugs in, because your compressing the air thats in there... its not terribly hard, but its not "smooth as butter."

I just built a MBC from parts at a hardware store... i tested it with my compressor and it does up to 20psi fine... its not some super sophisticated thing, but it works, which is what me and my friends need.

The guy im getting mine from said material was $70 and the water jet was like 400... it was a 2'' brick of aluminum... so it took a while to cut out.
clean out the intercooler, and then put a catch can on the lines going to the intake, and then see if that solves the problem first... no need to go through all that trouble just to have sometime simple like the PCV...
